Required Documents

  1. Application for Officer Certificate of Competence (Download here)

  2. Affidavit (Download here)

  3. Letter explaining the reasons why you want to apply to this program to obtain a Liberian certification

  4. Digital copy previous of all licenses

  5. Digital copy of ALL STCW Training Courses Certificates required, valid

  6. Digital copy of ALL previous Endorsements

  7. Digital copy of ALL Sea Services Records/Sea Service Letters properly letterhead

  8. Digital copy of his Medical Certificate, should be issued by a recognized doctor by Liberia flag as per the list attached, in case you are in one of the mentioned places.  If not then should be issued as per MLC 2026 and or STCW.  The medical certificate should have a minimum of 12 months of validity prior the application for the COC.   9. Digital copy of Passport, valid.

  10. Digital ID Photo 1.75″ x 1.75″ (45 mm x 45 mm) .jpg or .png

  11. If required, additional information or documents could be requested.

Process Steps

I.                 Documental review and Verification of support documents:

·        General review of requirements

·        If the seafarer apply for the program, the authenticity of the following documents must be verified 

·        COC verification with the maritime administration

·        Training courses verification with issuing  training center

·        Sea service records, verification with companies

·        Medical certificate, must be issue by practitioner authorized by Liberia Registry (if applicable)

II.               Familiarization with the competences to be achieved/Assessed

III.               Examination Program: The final stage includes a Written Exam and a Criteria-based Assessment to evaluate your current competence. If applicable, upon satisfactory completion of your Upgrade course, you may then be eligible to apply for the new rank exam.

·        Criteria Exam (online interview and examination by evaluator)

After all the above is completed successfully, we process with the COC & SB application.
